I enclose copies of two memoranda which the Chinese Minister left with me on the 27th April embodying his ideas for a settlement of the question of Kowloon walled city. They represent apparently the Ambassador's own ideas, but he referred the matter first to his Government and obtained their consent in principle.

The first step would seem to be to obtain the views of those on the spot. If you decide to telegraph the contents of the two memoranda to the Governor of Hong Kong, as I imagine you will, perhaps you would be good enough to arrange for your telegram to be repeated to His Majesty's Ambassador at Nanking.
