Dear Arthur,
I have seen the official letter
(240) 54145/16/48 from your office on the subject
of Kowloon and I write to say that I have no objection to the proposed telegram referring the Chinese proposal to the Governor of Hong Kong.
The Chiefs of Staff are, I understand, concurrently seeking the advice of G.H.Q., Far East, and would also like to have the comments of the British Defence Co-ordination Committee on the new Chinese proposals. I suggest, therefore, that it would be advisable if the telegram was repeated to Macdonald.
