My dear Stapleton,
With reference to our conversation yesterday, I enclose a copy of the telegram from Hong Kong about the Kowloon City issue, which is now under consideration by Ministers here.
In case you have not seen it, I also enclose a copy of a telegram to Hong Kong, repeating to them a telegram from Nanking, in which it is reported that the Chinese Government is demurring to coming to any settlement on the Canton outrage issue independently of a settlement of the Kowloon City issue.
