Further that, in the event of the adoption
of the first alternative, they would not
aggravate the position by sending in
comfort missions, etc., to the squatters
who are now in the area and who would be
allowed to remain there under that alter-
native, pending the decision of the Court.
We should accordingly like to know
(a) whether the Chinese Government agree
that the question of jurisdiction
should now be referred to the International
Court on the understanding that pending
the decision of the Court they would
co-operate with us to the full in
seeing that the area was not made the
subject of incidents or agitation in
whether key with hot puss any China; and (b) what their views are on
the two alternative courses of action
to be taken pending the Court's decision.
Finally, the Chinese Government will
understand that it will be very
desirable from our point of view to
make a public statement on the whole
question very shortly, which will of
course have to include a reference to
our proposals for the Garden of
Remembrance and the Chinese Government's
inability to accept them, but that we
hope that it may be possible to agree
a joint statement with the Chinese
Government for this purpose.
There are two points arising out of
our suggestions in the foregoing paragraph
to which I should draw attention. The first is
