(My dear Minister),

I was pleased to learn from e further

report from Hong Kong received since the des,atch

of my letter No.58 of 23rd February that two men understood to be representatives of the Kwangtung administration visited Kowloon City on 21st February and advised the remaining squatters on the site to take no action pending completion of the discussiore now in progress between us.

This attitude is a satisfactory improvement bat at the same time it is a disturbing fact that, doubtless so the reeult of encouragement if not incitement by outside pertios, 26 huts and & tents bave been re-erected since the rexval orders were put into effect. This action by the squatters clearly containe the seeds of potential trouble and would, I hope, be therefore equally deprecated by the

Chinese Government,
