I do not feel able to comment on the two concessions sought from us by Chinese Ministry of Foreign Affairs before I have had the opportunity to consider the views of the Governor of Hong Kong. These have not yet reached London, so it seems most unlikely that my reply can reach Nanking by February 13th.
