The latest developments are:
The Chinese Government is agreeable to the Garden of Remembrance proposal, if administered by a Committee appointed by the provisional Government of Kwangtung which shall include two representatives of the leased territory of Kowloon (173).
The Chinese Government would prefer their original proposal for a park under the charge of the Chinese Special Commissioner who would have an office in the park (98B).
(c) The Governor of Hong Kong considers (a)
quite unacceptable and presumes that, if we are driven off the Garden of Remembrance idea, we shall have to fall back on the Consulate compound proposal which the Governor is prepared to accept under certain conditions (171).
