With reference to paragraph 2 of Foreign Office telegram to Nanking No. 121 of the 9th February, I enclose a copy of a fuller note about the position of Kinchow, which has been drawn up in this department. The authority for the statements made in the note is C. Walter Young's book on "The International Legal Status of the Kwantung Leased territory", published in 1931.
