He agreed generally with text contained in your telegram No. 190, subject of course to a phrase covering proposed construction of Special Commissioner's office and to possible draft amendments one of which he thought should be the substitution of "authorities [? cmission] leased territory of Kowloon" for "Government of Hong Kong" at the end of second paragraph.
5. Subject to the views of the Governor of Hong Kong I would be in favour of accepting the proviso put forward by the Minister for Foreign Affairs. I do not (repeat not) think we can hope to secure better terms.
