With reference to our telephone conversation this morning, I enclose a revise of the draft telegram to Hong Kong enclosed with my letter of the 8th March, incorporating the amendment of the last sentence of paragraph 2 which we agreed over the telephone and a paragraph (numbered 8) to meet the further point which you raised.
The revise also contains an additional paragraph (numbered 9) to cover a further point which has been raised here. Our view is that we certainly ought to be considering the question whether in the next communication to the Chinese we should not warn then that we shall have to give publicity to the efforts which have been made to find a solution of this problem, and that we should take the opportunity to get the Governor's views on this point. Incidentally, the inclusion of this paragraph in the telegram would also give the Ambassador at Nanking an opportunity of commenting if he wished to do so.
I hope that the Foreign Office will see no objection to this paragraph. Could you very kindly let me know by telephone?
