On further consideration I am still opposed to the suggestion made in Nanking telegram No. 65 to the Foreign Office that the area should be turned into a public garden containing office of Commissioner for Foreign Affairs. Any such solution would be interpreted locally as an admission that this Government was in the wrong and would be regarded as face saving gesture by us, see my

I suggest that the idea of the park should now be formally put to the Chinese Government. It would be called the Bun Yat Sen Memorial Park, and it should be made clear that it would be policed and maintained by the Hong Kong Government, who would pay the costs in the firat instance.

Statement made by my Public Relations Officer on 12th January was to the effect that it was intended to carry out in due course long deferred plan for making the area into public park, and that the Legislative Council would be approached with proposals in this connection shortly.
