Your telegram No. 65: Kowloon.
My immediately following telegram contains the text of a document left here by Chinese Minister on 26th January, which appears to set out possible heads of agreement for the settlement of the Kowloon question.
Note was taken of this communication. But Dr. Tuan was reminded that it was the wish of His Majesty's Government to separate the question of jurisdiction from that of the squatter trouble. This had been made plain in my note to the Chinese Ambassador of January 24th. Dr Tuan was given no reason to think that the proposals themselves had anything to commend them. He was promised a reasoned reply as soon as possible.
