I should point out that any proposal involving buildings, whether Consulate or otherwise, by the Chinese Government presents then with an easy opportunity to score further points against us by meeting cost from funds raised locally by public subscription. Kuomingtang methods would ensure the succese of such a campaign which would be represented as a demonstration of popular allegianco to Chine which even the staunchest supporters of British oonnection would be unable to restat.
