Addressed to Foreign Office telegram No.113 of February 2nd, repeated to Hongkong.
My immediately preceding telegram Kowloon incident
Following is statement by Director of Informatio Department.
"While the Chinese public welcome being given a further chance to know the Kowloon City case from British official point of view, they would certainly bear in mind the fact that Ministry of Foreign Affairs and its representative in Hongkong had, before January strongly urged Hongkong authorities to refrain from taking forcible measures in an area where China had never waived her jurisdiction and that before January 12- The Ministry of Foreign Affairs and its representativ in Hongkong had made even stronger representations to same effect. The failure of Hongkong authorities to give due consideration to these representations must considered as of paramount significance in explaining deplorable incident on January 12th when tear gas and rifle fire were resorted to".
