I feel that there is a strong case for making withdrawal of both Kuomintang and Ban Min Chu I Youth Corps part of the settlement made by Chins in regard to Canton incidents. Withdrawal, on orders from Nanking, as opposed to expulsion would not (repeat not) have repercussions here. Undoubtedly Kuomintang would continue to function clandestinely, but it would be more difficult for them.

Present moment also seems opportune for pressing Chiness Government to regularise their official representation here by appointing a Consul General with functions as in paragraph 3 of my predecessor's confidential despatch of 29th June, 1945.
