Hy immediately preceding telegram. I do not think too much importance need be given liinistry's memorandum which has probably been issued as a counter blast to my note of January 20th (my telegram No. 79) for face saving purposes. ?
2. It is becoming increasingly obvious that Kowloon incident will not (repeat not) be settled by exchange of acrimonious notes but on compromise lines indicated in my (58) telegram No. 78.
