I have not recovered the file for the attached telegram from Hong Kong, on which, however, I think we should get off a reply as soon as possible, subject to Foreign Office concurrence, enquiring whether it would help if the Chinese were asked to prohibit the magistrate of the Po-On district and any other

Kwangtung official from visiting Hong Kong unless invited to do so by the Hong Kong Government.

The draft telegram which I

submitted this morning with the file informed the Governor, among other things, that these proposals in his telegram 10.67 (of which a copy is attached for convenience of reference) for asking the Chinese Government to withdraw the Kuomintang and San Min Chu Youth Corps, and also the "National Times" from Hong Kong and to regularise the position of the Chinese Representative there, were under consideration.

In addition to sending off a telegram on the attached lines in reply to the Governor's telegram No.80,

I think we shall have to consider approaching the Foreign Office again on the question of a Ministerial statement in the House of Commons, affirming our intention to remain in Hong Kong.
