All evidence shows that the Kowloon incident and connected activities were primarily caused by agents outside the Colony who can move freely in the absence of control for Chinese travellers. The squatters in Kowloon city are apparently all fresh arrivals sent into the Colony for the purpose.

I am sending copies of this letter to Halford of the Foreign Office and Tarver, M.1.2.
