I strongly recommend that Kowloon City, which is smaller than this Consultate General compound, be given allotted to the Chinese Government for erection of Consulate General in which Kwok himself need not necessarily reside, Being near Kai Tak, it would be convenient and it woyld settle the question of Chinese territorial claims in a manner satisfactory to them and yet satisfactory to us from the sanitary and administrative view pointe
