With reference to our conversation yesterday afternoon and your 54145/13/47 of 18.2.47., we agreed that it would be best at present if the system by which prior reference was required for all Indian civilians into Hong Kong could be maintained for the present.

As you know the Governments of Malaya and Singapore are considering the matter and you will no doubt be hearing the result of the discussions from there and any unilateral action by the Government of Hong Kong might complicate matters.

I am sending the gist of the Hong Kong signal to H/S.I.F.E. so that he is fully in the picture.
