Dear Rumbold,

I enclose a copy of telegraphic correspondence with the Governor of Hong Kong which took place in the early part or 1947 about the adaission of Indian civilians to the Colony, together with a copy of Hong Long rdinance l. 32 of 1940 and a copy of the relevant extract from the S.E.A.C. Directive of the 23rd January, 1946.

Owing to an unfortunate misunderstanding between M.I.5. and ourselves this question has not been taken any further since March 1947 except that we were recently furnished by 1.1.5. with a statement of the arrangements for the control of civilian traffic between India on the one hand and the Malayan Federation and Singapore on the other. I enclose a copy of their letter. The Hong Kong Government have now reverted to the matter and we must now pursue it.

The arrangements set out in the letter from M.1.5. of the 14th April would not, as we read them, meet the requirements of the Hong Kong Government since they would admit to Hong Song without prior reference any Indian who is a British subject and in possession of a valid passport, whatever his antecedents, provided that
