to the
present restrictions to leave it to the Governments of India and Pakistan to decide who should be admitted Colony, their best course, it is suggested, would be to prepare a list of those whom they wish to exclude, and ask that "not valid for Hong Kong" should be stamped on passports granted to such persons. The list should be as short as possible and there should be a positive reason for the inclusion of persons in it, namely that their presence in Hong Kong would in existing circumstances be an actual danger to security. It is felt that it would be unwise to include Indians solely because they had collaborated with the Japanese during the occupation of the island.
5. If you agree with this suggestion perhaps you will -wish to put it to the Hong Kong Government.
