Secretary Creech Jones to refer to your letter of 27th February and to enclose copies of despatches exchanged between the Governor of Hong Kong and the Secretary of State which may, if desired, be sent to the Government of India in reply to their enquiry about constitutional changes in Hong Kong.

As indicated in Sir Mark Young's telegram No. 718 of 23rd April 1947 the consultations referred to in the opening paragraph of his despatch No. 145 of 22nd October 1946 included consultation with the representatives of the Hong Kong Indian community.
