7. Despite the differences of opinion between us our conversation was friendly and I had the impression that he was, to some extent at any rate, working off steam on me. (I had started the interview by making representations on a number of points which clearly made him feel uncomfortable). He was also I think concerned to build up a case in antici- pation of his next seance with the Legislative Yuan which seems to take a delight in its new-found ability to bully Ministers. This does not mean however, that he was not serious in his rather far-fetched proposals about Sino- British co-operation in Colonial territories and in his pro- tests about Hong Kong. Ho and his Ministry are under unaccustomed pressure from the Logislative and Control Yuans and have to do what they can to protoct themselves. Moreover he, in common with all his colleagues, undoubtedly realises the weakness of the Chinese Government both from an internal and from an international point of view and thus they feel it necessary to throw their weight about when they think it safe to do so.
