In his Report for January, 1948, the D.S.0. Hong Kong gave the first warning we have seen about the refugee problem which will face Hong Kong if there is a collapse of the Nanking Government. Hong Kong has been asked (? by the British Embassy at Nanking) for clearance for granting visas without reference for foreign women and children to enter Hong Kong from North China. The D.S.O. pointed out that such entry would be but a drop in the
ocean if the Chinese themselves began to seek shelter.
