What about raporcs sent in by the Inspectors, and their applications for legal notices. Are these not also

opened by the Chinese clerk ?

They are sent in to the M. O. H's office, and they are sent in to my office from the M. 0. H's office. Dont you think it would be better to have an English 15758

clerk for this work ?

It would be far better to have a well paid English olerks

for the whole of the work of the office.

What are the duties of the present English clerk 15759 The present duty is practically to check papers and notices which come in to me. I am so very much interrupted in my work that it is absolutely necessary to have someone who will go carefully into all these letters, notices, and licenses, which are filed up.

Dont you think that the person who should do that should

be the principal assistant, not the Chinese clerk ?

That is done by the Assistant Secretary, Mr Rowen Rowlands, and Mr Carter. The other day I started to write a minute, and I was interrupted certainly more than twenty times. I am constantly taken from my work, and therefore it is very nooúbbary that I should have someone whom I can trust to go through all these
