The only suggestion I could make is that Senior Inspectors be instructed that they themselves must hand

the license to the licenses.

That is a point I was coming to. A man may be squeezed,

when he is applying for a license. Now, what happens

when any license is issued by the Sanitary Department?

The licenses are sent out to the Sanitary Inspectors,

and they deliver them.

Is that the invariable custom, that the Senior

Inspectors see that all licenses are issued ?

It is in the papers. I send to the Registrar General,

and it is noted. Then it is sent to the Captain Superintendent of Police, and he notes it. Then I send it to the Sanitary Inspector and he puts a minute on the paper to the effect that he has delivered the
