man. It is printed in English and Chinese, and the man

fills 1 up in Chinese and the clerk fills up the

English.

possible for the clerks in the office, who have to deak with these applications, to make a very good thing out

of it. They can delay a license, or delay an applicat-

ion, or help a man socording as they do or do not

It occurred sometime ago. Formerly, they used to wand

in petitions, and I had a suspicion that the clerk

charged a man so much for translating these petitions in the first plane something for writing it in Chinass
