You want to get his statement, and crossexamine him

on it, and get to the bottom of it.

I have tried. There was a case one day of one of Mr Lau

Chu Pak's tenants, who came and complained that his cock

was struck by a rat coolie. I interviewed the tenant, and called the foreman, and I could not get anyth ing

out of them.

You could not get anything in that case, but you made (3757 enquiries, and by doing that, you have dons some good, because you warned the coolie and the furERAN.

I dont see how cases of complaints are to be satisfact- orily investigated, unless it is done verbally. I quite admit that a man puts the backbone of his complaint in writing and then crossexamine him, at the office. That is just what they dont do in the majority of ouses - come to the office. It is the rarest thing indeed for any man to come to my office and make his Complaint. I would leave it to Mr Woodcock to do the
