nuisance is being committed, and to try to abate it,

and they would probably come round in a day or two

afterwards and if not abated, they would report it.

They generally are supposed to give a certain amount of

advice in small matters. They would say this is

contrary to rules, and they would report it. They would

advise a man first, and if he still carried on the

nuisance, they would leave the matter to the M. 0. R.

as to whether the man should be prosecuted.

prosecute entirely, without the authority of the

Sanitary Authority. In some cases he can.

Well then, you say that in his duty, there would be 12,987

nothing clerical. Who would look after the work of

sending out notices ?

The clerk to the Municipal Council, or the Sanitary Authority

Now with regard to say certificates for burial, and 1182

certificates as to cause of death. I presume they would

always have to be granted by a qualified man ?

In some cases of course, there is not a Medical man. If

there is not a qualified Medical man, the matter is

left to the Coroner. The Coroner enquiries, and if it

is not necessary to hold an inquest, they grant a

certificate.

Say a man is found dead in a house, and a nonmedical (1 972

man has attended him. Would it be proper to have that

man buried without a Medical Officer's certificate, or
