to give a certain number of coolies each day. The
matter vas left to the Inspectorks discretion not the
Inspector's discretion; the Inspector had orders to
require him to put so many coolies on, but if he
considered the streets should be watered on that day,
he did not put the full number of coolies.
What do you mean by saying he did not put the full 11.15
number of coolies on, when there was no limit mentioned
in the contract ?
