That is a power given to him which the Banitary Board cannot

interface with.

servant of the Board, to do things without any reference to

the Board on his ova account ?

Whore it is definitely laid down in the Ordinance, he has

these powers irrespective of the Sanitary Board and whether

the Sanitary Board wish him or not. Until that is repealed

he has these powers.
