Q: Another point. Mr Hooper raised some questions on Section
112 or 111 about Concrete. He asked you on whose authority
notice was sent out and I understand you to say that the
Senior Inspector examined property, made his report to the
Secretary of the Sanitary Board, and the Secretary of the
Sanitary Board then sent out the notices. Have you any
knowledge on any occasion of the Secretary refusing to send
out a notice ?
A: No, I don't see the grounds he could have for refusing.
Q:- Now, in the working of the Sanitary Department what relation
has the Secretary to the Senior Inspector or to officers of
the Board? We have the Board and you as Principal Civil

and a large staff of officers. The Senior Inspector makes a
report to the Secretary, What relation has a Senior Inspector
to the Secretary ? It is his own department. Is the Sacre-
-tary a typewriter who merely works mechanically or does he
represent the Board. Doesn't he hold more the position of a
chief clerk in a big office or an adjutant in a regiment ?
