Before we proceed with your evidence Mr Woodcock although the Commission has every faith in your diŭcre- -tion it would be advisable for me to remind you that any evidence given before the Commission is practically given in camera We are appointed by the Governor to

hold an inquiry and to make a report to the Governor

and until that is handed in nothing which transpires at these meetings must leak out. It is not only a matter of etiquette but you can understand that one of the reasons why this Commission is sitting is either to

prove certain charges of irregularity which have been brought against certain members of the Sanitary Depart- -nent or, if we can be fortunate enough to do so,

to

clear the Department entirely of these charges. Suppos- -ing such irregularities have existed we may have to make inquiries shich, if repeated or allowed to lear

out, might alarm the people in question and defeat the ends of the Commission. So, on. both grounds, it is absolutely necessary that nothing which takes place in

this room shall be repeated outside. For my part I

think it is advisable so to caution every witnesa.
