1 say that the passing of Ordinance 23 of 1905 trans-

-ferred the power of the control of the Staff and control of

the finances but it did not give the Principle Civil Hedical

Officer the Jegal powers to enforce sanitation.

It practically made a state inside a state. The Principle 1360

Civil Medical Officer had unlimited powers with regard to

the Staff and finances »lthough he was a Member of the Board

and the Board bad certain rovers still left to them.

A:- It was transferred to the Principle Civi? Hedical Officer.
