What application was it?

An application for an erection on a verandah and I took it

that all the papers I submitted to the President should come before the Board. It was the Board's prerogative to settle a question like that and the President directed me to reply in that particular case. I think the President did exceed his

power.

with the removal of certain cubicles and the matter went before the President eventually and I was directed by the President to inform the applicant what he must do to conform to the law. As a matter of fact the applicant did wish to
