strengthening these branches, but it may well be that there is

still more to be done in improving their efficiency and in applying

the experience of metropolitan countries and the methods which

have been developed there. I also appreciate the need, which is being considered separately, for local military forces on an adequate scale for maintaining internal security as well as for expansion

in war, but even in present circumstances I attach great importance

to ensuring that civil police and security forces should be

entirely adequate to deal with any internal threat.

4. In making your report I shall be glad if you will indicate

any aspects of this problem in which you feel the need of advice,

whether by correspondence or through visits by appropriate

experts; and also any arrangements which may have been made for

co-operation with the police forces of neighbouring British.
