10. Action in the following matters would be of invaluable assistance in improving the resources at my disposal for dealing with an internal security problem:
(a) A very early settlement of outstanding questions with regard to
the reconstitution of the Hong Kong Volunteer Defence Corps so as to enable recruitment and training of volunteers to take place without further delay.
(b) Ensuring that the Palestine replacements for European Staff
of the Police Force are not unduly delayed: so far out of 28 only 6 have reported.
(c) Ensuring that weapons and ammunition at present ordered for
the Hong Kong Police are given priority so as to expedite delivery.
(a) The grant of authority to increase the strength of the Police
Force as and when required, subject to funds being available, and elimination of the rigid adherence to establishments which cannot be altered without the approval of His Majesty's Government.
