I am sorry to have been so long in dealing with the above enquiry. The file has been in circulation. The position is that on the receipt last December of the Governor's report on the activities of the Kuomintang in Hong Kong, we asked for Sir Mark Young's views on a suggestion which was put forward in the report that the Central Government of China should be prevailed upon to post to the headship of the Kuomintang Branch in Hong Kong a person who would work in a proper relation of subordination to the diplomatic representative of the Chinese Government. We also asked whether the Governor had any other steps to suggest for the more effective control of the Kuomintang in Hong Kong. We have not yet had a reply to this enquiry.
A firm statement of our intention to retain Hong Kong would, I imagine, be one of the most effective ways of putting down Kuomintang influence in Hong Kong, and the Governor may, of course, mention this in his reply.
