With reference to the letter sent to you from this Department on the 9th November and to previous correspondence about
Mr. Shum Wai Yau, I am directed by Mr. Secretary Creech Jones to inform you that it is now learnt from the Governor of Hong Kong that he has decided with the unanimous advice of his Executive Council not to make an order for the surrender of br. Shum.
