I have sent 25 copies of both despatches to Mr. Mitchell, Secretary of the China Association (see flimsies at 104 and 108): this is the number for which he originally asked. I gave one copy to Mr. E.R. Edmonds to send to Mr. Keswick, Chairman of the Association, as promised in the Secretary of State's letter at No.103.
Two copies of each despatch were placed in the Library of the House this morning (see flimsy at 107).
The Parliamentary Question drawing attention to these despatches was not reached this afternoon, and the reply will therefore be circulated as a written peply with the official report. We have telegraphed this information to Hong Kong, in case Mr. MacDougall had already handed out the text of the Question and Answer, as an oral reply, to the Hong Kong Press. telegram has been sent separately to the Telegraph Section, but should be registered on these papers in due course.
