Hong Kong Constitutional changes
The only English newspapers to mention the despatches released for publication yesterday afternoon are the Times and the Manchester Guardian. You will, I think, be interested to see the attached extracts from these two papers.
You will see that the Times' correspondent in Hong Kong claims that the project, as finally approved, is more conservative than the plan outlined by Sir Mark Young in a public broadcast last August. I draw attention also to the passage sidelined X/: this concurs with our information from other sources, including the confidential despatch which Sir Mark Young sent in with his open despatch containing his original recommendations.
