The Acting Governor proposes publishing the Hong Kong Constitution despatches on Thursday, July 24th. Sir A. Grantham will be by then on his way to Hong_Kong. I have discussed the suggestion with him, and he strongly favours it. The arrangements proposed in No.97 are perfectly satisfactory from the point of view of Information Department, and I suggest we approve them as in draft telegram opposite, which has been agreed with MR. Evaus.

I regret that there is a small typographical error in paragraph 6 of our despatch at No.86: we can take the opportunity of correcting it in this telegram.

We shall have to arrange a Question and Answer in the House for the 23rd July, i.e. next Wednesday. I submit a draft Question and Answer opposite. I understand that on the 23rd July our Questions are third on the list, and there is therefore a risk that the Answer will have to appear as a written one. I do not think this matters very much however.

Our last statement on this subject in the House is at No.17, and I suggest we should refer to this in the further statement.
