I am in favour of including the proposed sentence concerning trade union representation on the Council in the Secretary of State's despatch. It seems to me quite logical and appropriate to suggest that if the trade unions are in such an early stage of development that they do not adequately represent labour at the moment, and we have every reason to believe this is the case, some other arrangements should be made for the representation of labour on the Council until such time as the trade unions have reached the requisite stage of development. Indeed, if the point is not made in the Secretary of State's reply, there might well be criticism that, in this respect, we have failed to appreciate the present position in the Colony concerning trades unions.

I therefore recommend that a telegram be sent to Mr. MacDougall, saying that it has been decided to make this addition to the Secretary of State's despatch and asking him to make the necessary addition in the copies which are to be published locally. If this is agreed, it will be desirable to get the telegram off as quickly as possible.
