140 In your paragraph 10 you speak of terms of announcement to be made in the event of constitutional. development taking the course recommended in my despatch No. 145 I trust you will decide upon this course, and I have only to auggest that your announcement in that event should emphasise the genuine desire and intention of H.M.G. to give to the people of Hong Kong a practical and effective share in the actual management of their own affairs, and the conviction, which is in accord with local opinion,

that this can best be done by means of wide representation
of the whole resident population of the Colony in a form of Municipal Government which will gradually assume all functions of the Central Government that can appropriately be assigned to it.
