regarda the nominess of the trade unions.
Please confirm.
(g) As implied in that sub-paragraph the property
qualirication for the franchise makes it
unlikely that the working classes will, in
fact, be represented except by nominees oi
the trade unions, that is to the extent of two
out of the total of fifteen Chinose seuta.
This seems to me inadequate in view of their
numerical preponderance and I should therefore
prefer the trade unions to be given at least
three of the ten nominated seate and
preferably icur ir it would not disturb the
raciel belance or the Council. As stated in
sub-paragraph (e) above the aim should be
however to errect a gradual reduction of the
qualifications for frenchise rather than to
make an increased use of the device of
nomination for ensuring working class
representation.

I consider, on belence, that it would be
