of the 27th February, suggesting an addition to

the proposcd statement on the subject of constitutional changes in Hong Kong.

I enclose copies of further telegraphic correspondence with the Governor of Hong Kong, from which you will see that Sir Mark Young has agreed to the insertion which we proposed to meet your point and has also asked that another amendment should be made in the statement.

I enclose a copy of the draft statement in its latest form, incorporating amendments on both the above points. Subject to the Prime Minister's approval, which my Becretary of State is seeking, this statement will be made in reply to a question which has been put down for Wednesday, 5th March. 1 will telephone you as soon as the Prime Minister's approval is received.
