Thank you for your letter of 22nd April enclosing

a draft Savingram to the Governor of Hong Kong with

further reference to the proposed constitutional

changes in that Colony. Apart from one small point,

viz., you do not appear to have mentioned the

reservation made at (ii) in my letter of 3rd March

about the administration of C.D.W. grants, we have

no comments to make on your draft.
