As regards the question of age-limit referred to in (c), it may be of interest to mention that the new Chinese Constitution fixes age limits of 20 and 23 respectively for voters and delegates to the National Assembly.

One final point. On page 20 of the Governor's despatch No.145, reference is..made to the lease to the Municipality of land and buildings on the usual condition as to the duration of the term for that part of the administrative area of the Municipality (i.e. New Kowloon) which would lie within the boundaries of the New Territories

Unless the

Chinese Government are familiar with the "usual condition" referred to, I think that it is likely to arouse comment and speculation in their minds, and that they may wonder whether it connotes a provision for a possible curtailment of the lease of the New Territories. You may accordingly think it desirable to define more explicitly the condition in question.

You will remember that I returned to you in February for communication temporarily to Treasury, our copies of Hong Kong despatch No.145 and Hong Kong despatch`unnumbered of 22nd October. We have had back the former but not yet the latter, May we please have it in due course for our records?
