EXTRACT FROM NOTE OF A FURTHER MEETING WITH REPRESENTATIVES OF THE CHINA ASSOCIATION AND THE HONG KONG PLANNING UNIT HELD AT THE COLONIAL OFFICE
ON WEDNESDAY 1ST AUGUST,1945
"He (Mr. Morse) doubted whether, for a long
time to come, it would be desirable to set up a
system of election by ballot as was proposed in
Mr. MacDougall's paper. Such a system was alien
to Chinese interests. A solution should be sought
along the lines of the selection of Council members
by associations representing the various racial,
business and professional communities.
There was
a variety of precedents for such a system, e.g.
in Singapore and Shanghai.
